Pierre,

National and community service has been a cornerstone of my life, as I know it has been for many Americans. And with the daily struggles now confronting so many families, it's especially important for us to reach out to one another and offer a helping hand.

I've just launched United We Serve, a national initiative to tackle our toughest problems by working hand-in-hand in communities across the country. We aim to make a real difference right now and bring more and more Americans into a tradition of life-long service to make an even greater difference down the road.

I'd like to invite you to be a part of it by joining Organizing for America's National Health Care Day of Service this weekend. There's an old Thomas Edison quote I've always liked: "Opportunity is missed by most people because it is dressed in overalls and looks like work." It's no secret that our country faces some enormous challenges right now, and meeting them will take a lot of hard work. But in that work lies an equally great opportunity -- a chance to serve. And I do believe the chance to serve is a precious gift indeed.

Service has played a transformative role in my life -- bringing me tremendous joy and helping me find the path that led to where I am today. As a parent, I believe service is a great way to demonstrate values and to teach our children firsthand what it means to commit to a purpose beyond ourselves.

It should be a part of everyone's life. From the moment someone can walk to the day they leave this planet, service should be a part of how we give back, how we say thank you, how we express our gratitude for the lives that we've been given.

Dear Pierre,

On Monday I insisted that it is time to replace confrontation with cooperation in the House of Commons. Following a series of meetings with Mr. Harper over the last two days, I’m pleased to announce that our hard work and commitment to progress has started to pay off. The government has made a number of concessions – most notably, an agreement to form an Employment Insurance working group that will work throughout the summer months to fix flaws and find a way to build regional fairness into our EI system, and to offer access to self-employed Canadians.

Mr. Harper has also agreed to a strict accountability timetable for the fall. The government will bring Parliament back early and deliver an additional accountability report to Canadians the week of September 28th. This report will be followed by a guaranteed Opposition Day – and further Opposition Days throughout the fall – allowing our Liberal caucus to hold the government accountable and bring forward a confidence motion, if that becomes necessary and is in the best interests of Canadians.

By achieving this outcome, the Liberal Party has demonstrated its commitment to putting the needs of Canadians ahead of politics by helping to make Parliament work. We have delivered progress and accountability while avoiding a summer election at a time when Canadians are more worried about the growing health care crisis and supporting their families through this recession.

Last year, millions of Americans came together for a great purpose.

Folks like you assembled a grassroots movement that shocked the political establishment and changed the course of our nation. When Washington insiders counted us out, we put it all on the line and changed our democracy from the bottom up. But that's not why we did it.

The pundits told us it was impossible -- that the donations working people could afford and the hours volunteers could give would never loosen the vise grip of big money and powerful special interests. We proved them wrong. But as important as that was, that's not why we did it.

Today, spiraling health care costs are pushing our families and businesses to the brink of ruin, while millions of Americans go without the care they desperately need. Fixing this broken system will be enormously difficult. But we can succeed. The chance to make fundamental change like this in people's daily lives -- that is why we did it.

The campaign to pass real health care reform in 2009 is the biggest test of our movement since the election. Once again, victory is far from certain. Our opposition will be fierce, and they have been down this road before. To prevail, we must once more build a coast-to-coast operation ready to knock on doors, deploy volunteers, get out the facts, and show the world how real change happens in America.

And just like before, I cannot do it without your support.

So I'm asking you to remember all that you gave over the last two years to get us here -- all the time, resources, and faith you invested as a down payment to earn us our place at this crossroads in history. All that you've done has led up to this -- and whether or not our country takes the next crucial step depends on what you do right now.

Will you donate whatever you can afford to support the campaign for real health care reform in 2009?

It doesn't matter how much you can give, as long as you give what you can. Millions of families on the brink are counting on us to do just that. I know we can deliver.

We're working hard together to help pass real health care reform by the end of the year. We also know that for so many people in our communities, America's broken health care system is a daily crisis but there are ways that we can help right now.

So we're organizing a National Health Care Day of Service. On Saturday, June 27th, in thousands of communities across the country, Organizing for America volunteers will roll up our sleeves, raise awareness about the urgent need for reform, and do what we can to improve vital health care services for people in need. Join us!

The individual projects will differ from area to area, depending on what's needed most.

Some groups will organize blood drives to boost local supplies and save lives. Others will volunteer at local clinics that provide free or discount services to those in need.

In some areas, we'll be helping low-income parents get information about how to enroll their children in their state's Children's Health Insurance Program. And some of us will run healthy food drives to promote health awareness and fight hunger in our communities.

You don't need to be an expert to help out. No matter which way you serve, you'll be connecting with like-minded supporters in your area, helping those who might otherwise fall through the cracks of the current system, and at the same time building awareness and support for the comprehensive health care reform our country so desperately needs.

And you'll be doing it all in your own community, helping out those near you who need it the most.

Plus tôt aujourd’hui j’ai parlé directement aux Canadiens à propos du besoin de remplacer la confrontation par la coopération à la Chambre des communes et j’ai fait connaître la réponse de notre Parti au deuxième rapport du gouvernement conservateur.

Contrairement au NPD et au Bloc Québécois, qui ne connaissent rien d’autre que l’Opposition, nous avons déjà gouverné et nous espérons gouverner de nouveau. Nous ne pouvons pas agir de manière irresponsable.

Après avoir étudié le rapport et consulté les Canadiens, nous avons des questions sérieuses sur la performance du gouvernement :

Les Canadiens méritent d’avoir une réponse aux quatre questions suivantes:

1. Le gouvernement doit faire connaître aux Canadiens son plan pour l’assurance-emploi maintenant et non pas dans trois mois.

2. Les Canadiens veulent des faits concernant l’infrastructure : quelles sommes ont été dépensées pendant les 120 premiers jours ? Pas promises ou réservées, mais dépensées.

3. Quel est le plan du gouvernement pour rééquilibrer le budget ? M. Harper a promis de nous ramener à l’équilibre budgétaire d’ici cinq ans. Or, cette promesse n’est plus dans le rapport.

4. Même si ce point ne figure pas dans le rapport du gouvernement, la crise de santé publique est une grande source d’inquiétude pour les Canadiens. Si Chalk River ne peut plus fournir les isotopes nécessaires aux tests de diagnostic, où le gouvernement va-t-il pouvoir se les procurer et quel plan a-t-il mis en place pour gérer les crises de santé publique à l’avenir ?

Alors que faire ? Je ne souhaite pas d’élections. Mes concitoyens non plus. Mais faire notre travail veut dire respecter nos principes et défendre l’intérêt des Canadiens quand le gouvernement les laisse tomber.

Nous, les libéraux, sommes prêts à accorder à Stephen Harper le temps dont il a besoin pour répondre à nos questions en prolongeant la session parlementaire, s’il le faut. La vraie question qui se pose est la suivante : monsieur Harper veut-il que le Parlement fonctionne ?

Il peut le faire fonctionner cette semaine en répondant honnêtement aux questions que nous avons soulevées, en donnant aux Canadiens la transparence et la responsabilité qu’ils attendent de leur gouvernement.
